Uses for quick assessments

This page lists particular instances in the procurement cycle when an assessment - usually a quick  assessment - would be cost-effective. It is NOT proposed that assessments are  required at all such occasions.

Formative assessment is designed and used to improve a project, especially when it is still being developed.

Summative assessment is designed to present conclusions about the merit or worth of a  project and recommendations about whether it should be retained, altered, or  eliminated
